Oxylabs.io is a Lithuanian technology company that provides public web data collection tools and proxy infrastructure. The company was founded in the Tesonet accelerator, established by Tomas Okmanas and Eimantas Sabaliauskas.
History
[edit]Oxylabs.io was established in 2015 as a provider of datacenter proxies.[1]
In 2020, Oxylabs introduced a framework for ethical proxy sourcing and announced that its proxy pool had reached over 102 million IP addresses.[2] That same year, the company launched additional tools and APIs for web scraping.[3]
In 2022, Oxylabs.io initiated Project 4β, to support pro bono partnerships, and became a founding member of the Ethical Web Data Collection Initiative.[4] The same year, the company was included in the Financial Times list of Europe’s fastest-growing companies, a recognition it maintained in 2023 and 2024.[5]
In 2023, Oxylabs received the Data Breakthrough Award for "Data as a Service Company of the Year" and was recognized by Fast Company as one of the "100 Best Workplaces for Innovators".[6]
The company was named "Most Community-Oriented Company of the Year" in the large companies category at the 2024 National Responsible Business Awards in Lithuania.[7]
In 2025, Oxylabs’ AI-powered tool OxyCopilot was nominated for the Webby Awards in the "Apps and Software – Developer Tools" category and won the "Best Place to Work in Data & AI" award.[8] In July 2025, Oxylabs launched AI Studio, a suite of four AI-driven web scraping tools (AI-Crawler, AI-Scraper, Browser Agent, and AI-Search) that enable data extraction via natural language prompts.[9]
Legal battles
[edit]Since 2018, Oxylabs.io has been involved in multiple patent litigation cases with Bright Data (formerly Luminati).[10] The disputes began in 2018 when Bright Data filed its first patent infringement lawsuit, which was later settled with all claims dismissed. Subsequent years saw additional lawsuits, while Oxylabs challenged the validity of those patents before the United States Patent and Trademark Office (USPTO). In August 2025, the United States Court of Appeals for the Federal Circuit upheld USPTO decisions invalidating several Bright Data patents related to residential proxy technologies.[11]
Social impact
[edit]In 2022, Oxylabs.io launched Project 4β to provide technical support and data free of charge to socially beneficial projects.[12] Through this initiative, the company has supported partners such as Bellingcat, Debunk.org, Forbes, Global Witness, the Pulitzer Center, and the International Consortium of Investigative Journalists.
Since 2021, Oxylabs has collaborated with Lithuania’s Communications Regulatory Authority to build an AI-powered tool for detecting harmful online content related to child abuse.[13]
In 2023, Oxylabs and other Tesonet companies donated €1 million to support people defending Ukraine.[14]
In 2024, Oxylabs created a pro bono web crawling tool for Lithuania’s Environmental Protection Department to help detect illegal online ads related to environmental violations.[15] The company is also a partner of the mentorship program Women Go Tech.[16]
OxyCon
[edit]OxyCon is an annual virtual conference organized by Oxylabs focused on web scraping, public web data gathering, and related business and legal issues.[17] The conference typically includes keynotes, panels, and case studies on data workflows, anti-blocking methods, scaling, and legal compliance. The 2025 edition, scheduled for October 1, is themed "Power Up for the AI-Driven Era of Web Scraping."[18]
