Software Solutions, Inc. (SSI) is an American technology company that develops and implements Enterprise resource planning and Human Capital Management software exclusively for local governments, utility companies, and other public sector agencies.[1] The company operates out of Washington Township, Ohio, and was founded in 1978.[2]
History
[edit]Software Solutions, Inc. (SSI) was founded on August 21, 1978 and BBB Accredited since April 25, 2019.[1] The company is an Employee Stock Ownership Plan, or ESOP.[1][4]
SSI partnered with ClearGov on January 17, 2023 to offer cloud-native Budget Cycle Management solutions to its customers.[5]
A partnership was announced in November 2024 with Polimorphic's AI-powered front-office automation and workflow solutions (CRM, AI Search & Chat, Voice AI) with SSI’s back-office financial software.[6]
A partnership was announced on November 25, 2025, to integrate Bentek's public-sector benefits administration platform with SSI's ERP, Payroll, and HR software.[7]
Leadership and Commentary
[edit]- Rick Fortman (CEO/President) has spoken on the importance of long-term planning for ERP system implementation.[8][9] He's also been quoted in Forbes about sustainable business practices.[10]
- Matt Parks (VP of Product and Strategy) holds a Master of Public Administration (MPA) from Wright State University. He has spoken on how ERP automation helps local governments with regulatory changes.[11] He's also been quoted as saying "public sector customers care deeply about visibility and trust."[12]
- Trent Corbin (Solutions Engineer) also holds an MPA from Wright State University and has presented on the financial risks of using legacy ERP systems with the Ohio Government Finance Officers Association.[13] He has also spoken on Artificial Intelligence for local governments[14] and local government payroll topics at the Illinois Government Finance Officers Association.[15]

[edit]The company's software is branded as the Visual Intelligence Portfolio (VIP).[25] It includes "cloud-based accounting, budgeting, payroll, analytics, and utility billing software."[5]
Its products include VIP Accounting, VIP Payroll, VIP AP Automation, VIP Budgeting & Analytics, VIP Utility Billing, VIP Employee Portal, VIP Talent Management, and VIP Cloud.[26]
SSI also hosts an annual user conference called "Software Solutions Impact Conference."[27][28] Speakers at the event have included Tyler Summitt from the Pat Summitt Leadership Group; Susan Willeke from the Ohio Ethics Commission[29]; Gayle Sharrett (Spangler) York, former Circleville City Auditor[30][31]; Shawn George, a Sergeant at the Cincinnati Police; and Alain Hunkins, author of Cracking the Leadership Code.[32][33]
Customer Use and Adoption
[edit]Customers of SSI include "hundreds of cities, counties, libraries, and other public agencies."[5][22] SSI customers are predominantly in Ohio.
- Huber Heights, Ohio: In March 2025, city staff recommended SSI for the core financial system and VIP analytics modules as part of a multi-year migration project.[34] This came after a cyber attack on November 12, 2023, where the city found ransomware in their dispatch center.[35][36][37]
- City of Medina, Ohio: The City Council authorized annual support services for the VIP Professional Accounting System in January 2025.[38]
- Cleveland Heights, Ohio: In June 2025, the city's finance director noted the VIP system is used by several nearby municipalities, including Euclid, South Euclid, Independence, and University Heights.[39]
- Muskingum Watershed Conservancy District (MWCD): The MWCD purchased accounting software from SSI in 2017.[40]
- City of Aurora, Ohio: Council approved annual software support and maintenance for $23,548.44.[41]
- City of Nevada, MO: On August 19, 2025, Nevada entered into an agreement with Software Solutions for financial services software.[42][43]
- City of Rawlins, WY: In 2024, the City of Rawlins chose Software Solutions from a Request for Proposal.[44][45]
- City of Blue Earth, MN: In 2023, Blue Earth, Minnesota signed an agreement with Software Solutions for accounting, payroll, and budgeting software.[46] Blue Earth is known for its large statue of the Jolly Green Giant.
