Railways

Are you sure that railways is still reserved? My understanding was that Labour were making a big song and dance last year about railways being the first area of reserved power to be devolved since the Scotland Act. Oppose per WP:PRECISION. While I generally advocate a little bit of "preemptive disambiguation" where the geographic context is unclear, I don't think it's called for in this case. "Reserved matters" and "excepted matters" are not very common phrases, thus it's obvious it's some kind of legal jargon. Scotland

The second paragraph currently includes the following text:

Amongst the four countries of the United Kingdom, Scotland has the most extensive devolved powers controlled by the Scottish Parliament, with the Scottish Government being described as the "most powerful devolved government in the world".

The source for the first claim is a publication of the UK parliament. It is debatable whether that is a reliable secondary source.

The source for the second claim (notwithstanding its being couched as a particular point of view) is the UK government. That is definitely not a reliable secondary source.

On the substance, the first claim is arguable. The Scottish Parliament has more fiscal powers, but the Northern Ireland Assembly has power over, inter alia, employment law, social security (notwithstanding its convention of aligning with GB), the entirety of rail, consumer protection, and energy.

The second claim does not merit inclusion in Wikipedia, as it is a political point of view. It is also arguable, given how relatively little fiscal power Scotland has compared to US states, Canadian provinces, etc. Kennethmac2000 (talk) 18:29, 8 December 2025 (UTC)[reply]
