Usage
This template is used for tracking pages that have been padded to prevent them from cluttering the report generated by Special:Shortpages. It is added when {{subst:Long comment}} is substituted onto a page. Certain classes of pages, most typically set indices and soft redirects, are expected to be short and so are padded with long comment when 255 bytes or smaller to prevent them from cluttering the short pages report so it can more readily be used to find mainspace pages requiring attention (Note: Pages with the __DISAMBIG__ magic word are automatically excluded and so are not padded).
It is considered best practice when adding {{subst:Long comment}} manually to place it below all other content, including other templates. Pages that have been padded can then be tracked and monitored either via the "What links here" link at the left, or via the hidden category Category:Monitored short pages that this template places on pages.
If monitored short pages exceed 560 bytes in length, they automatically populate Category:Long monitored short pages, and they may be removed from short pages monitoring. Usually Bot1058 task #5 will clear out Category:Long monitored short pages.
