Federal districts

If you want to change the table layout so the list is to the side of the map, I have no reason to object whatsoever :) However, both the map and the list under it fit just fine on one screen for most people, so I guess I don't quite understand what the problem seems to be. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
