I can find no evidence for notability -- nothing relevant in google news, and, based on the information in the article, no reason to expect there would be. I think the article was added to Wikipedia as part of an attempt to write articles about everyone involved with Mars One. His role was to produce the drawings and animation of the project. Article originator here. You are almost right as to motivation; "an attempt to write articles about everyone interesting involved with Mars One" might be more accurate.
