Mạc Quốc Anh (born 5 October 1979) is a Vietnamese economist and business association executive. He currently serves as the Vice Chairman and Secretary General of the Hanoi Small and Medium Enterprise Association (HANOISME) and is a member of the Central Committee of the Vietnam Fatherland Front.[1][2]

He holds a PhD from the Academy of Journalism and Communication, having defended his thesis in late 2024.[5] His research interests focus on the intersection of finance, technology (Fintech), and enterprise development. He has also received honorary professorship titles from international institutions and private research institutes.[6]

[edit]Mạc Quốc Anh has served as the Vice Chairman and Secretary General of HANOISME since 2021. In this capacity, he manages the daily operations of the association, acting as a liaison between the private sector and the Hanoi People's Committee. He frequently participates in policy dialogues regarding administrative reform, land access, and credit facilitation for businesses.[7]
Under his executive leadership, HANOISME was awarded the First Class Labour Order in 2025, recognizing its contributions to the national economy.[8]
