Keep. He was the starting fullback for a full NFL season and was also a star fullback for three seasons at a major college program. As such, he received SIGCOV. E.g., (1) "Howard Slater Will Lead W.S.C.: Team-Mates Elect Deer Park Fullback as Captain of 1924 Eleven", (2) ""Duke" Slater Returns Home: Former Cougar Star Has Played Pro Football With Eastern League", (3) "Howard Slater Dies in Minnesota", (4) "Huskies' Defense Built to Stop Howard Slater: Cougar Fullback Threat of Pullman Grid Eleven". The nominator claims a search of Newspapers.com turned up "nothing", but these sources (and more) were all found from a simple search on that same database.
